The representatives of the Town of Jelenia Gora attended a bilateral conference in Warsaw organised by the Ministry of Funds and Regional Policy. Nearly 200 participants attended the event, representing Polish local governments participating in the Local Development Program and their partners from Norway and Iceland. The representatives of Jelenia Gora, together with representatives of the city of Akureyri (Iceland), gave a presentation on the cooperation of our cities in the implementation of the project \"Live, reside, work in Jelenia Gora!\". The meeting was attended by coordinators from communes and poviats involved in the development of the Plan, representatives of poviat crisis management centres, the Poviat Sanitary and Epidemiological Station, and the State Water Management Company WodyPolskie, the Karkonosze National Park and the company Ekovert, which is developing the Plan. During the meeting, team members adopted the work schedule and reviewed the main methodological guidelines for developing the Plan. In the workshop part of the meeting, a map of the location of threats and their consequences for the area of the Jelenia G\u00f3ra Agglomeration was preliminarily developed. The meeting was held remotely, with the recording available on the Mayor's profile and the City of Jelenia Gora's Facebook fan page. The mayor answered questions asked by residents in the chat.<\/p>\n\n\n\n The second meeting of the Mayor of the City with local entrepreneurs \u2013 the members of the Jelenia G\u00f3ra Business Club. The meeting was attended by more than 20 members of the club. Participants were given a presentation on the project and information on the tasks carried out. The presentation was followed by a discussion on current issues concerning the functioning and operation of businesses in Jelenia G\u00f3ra.<\/p>\n\n\n\n The first meeting with representatives of the commune of the former Jeleniog\u00f3rskie province and health resort communes. The objectives of the project and the possibility of further meetings to exchange knowledge and experience were presented.<\/p>\n\n\n\n The first meeting (online) of representatives of the City of Jelenia G\u00f3ra with representatives of the City of Akureyri from Iceland. The meeting was attended by Mr Jerzy \u0141uzniak, Mayor of Jelenia Gora, Mrs \u00c1sthildurSturlud\u00f3ttir, Mayor of Akureyri, directors and heads of organisational structures of offices of both communes, representatives of the Association of Polish Cities, the Norwegian Association of Local and Regional Authorities and the Icelandic Union. The meeting focused on the possibility of establishing cooperation within the framework of the project, concerning the exchange of knowledge and experience of both communes in areas related to geothermal energy, active tourism and healthy lifestyles, or the development of civil society and the inclusion of residents, including young people, in the process of city management.<\/p>\n\n\n\n The accession of partners - communes and poviats from the Jelenia G\u00f3ra Agglomeration area to develop a \"Climate Change Adaptation Plan for the Jelenia G\u00f3ra Agglomeration\".<\/p>\n\n\n\n The first meeting of the Mayor of Jelenia G\u00f3ra, Mr Jerzy \u0141u\u017cniak, and representatives of the City with entrepreneurs associated with the Jelenia G\u00f3ra Business Council, organised as part of the task \"Business breakfasts - a series of meetings between local entrepreneurs and city authorities\". <\/p>\n\n\n\n The Mayor of the City of Jelenia Gora, Mr Jerzy \u0141uzniak, countersigned by the Treasurer, Mr Jacek Kope\u0107, and Mr Grzegorz Puda, Minister of Funds and Regional Policy, signed an agreement for the implementation of the project \"Live, reside, work in Jelenia Gora!\", as a result of which the City of Jelenia Gora will receive more than PLN 15 million for the implementation of the project. <\/p>\n\n\n\n The appointment, by order of the Mayor of Jelenia Gora, of a Team for the implementation, monitoring and evaluation of the Local Development Plan and the Institutional Development Plan, i.e., the plans implemented under the project \"Live, reside, work in Jelenia G\u00f3ra!\"<\/p>\n\n\n\n The list of Partners for the joint preparation and implementation of the project entitled \"Live, reside, work in Jelenia G\u00f3ra\"!<\/p>\n\n\n\n To jointly prepare and implement the project in partnership were selected:<\/p>\n\n\n\n In the coming days, letters of intent will be signed with the Partners. Discussion on the image of Jelenia G\u00f3ra in the light of the results of the Urban Development Monitor and the Local Government Analysis System.<\/p>\n\n\n\n The meeting was also attended by employees of the City Development Department and advisors from the Association of Polish Cities.<\/p>\n\n\n\n A videoconference \u2013the meeting of City Development Department staff with advisors from the Association of Polish Cities \u2013an advisory meeting on the diagnosis of the city's development problems.<\/p>\n\n\n\n Conducting surveys to identify deficits in the functioning of public administration in Jelenia G\u00f3ra:<\/p>\n\n\n\n A videoconference \u2013the meeting of members of the Implementation Team with advisors of the Association of Polish Cities \u2013the summary of the results of the work on the resources and products of Jelenia G\u00f3ra identified by the Strategy Team.<\/p>\n\n\n\n A seminar organised by the Association of Polish Cities in the series \"Activation of endogenous potentials as a condition for the development of small and medium-sized cities in Poland\" as part of the Local Development Forum<\/p>\n\n\n\n The identification of city resources and products by the Strategic Team \u2013 defining resources and products as a starting point towards identifying the key challenges facing the city and defining the city's development strategy.<\/p>\n\n\n\n A videoconference \u2013 the meeting of City Development Department staff with advisors from the Association of Polish Cities - advisory meeting and workshop on verification of the city's resources in the context of planned activities in Phase III of the New City Development Path.<\/p>\n\n\n\n A teleconference \u2013 The Association of Polish Cities held a teleconference with the participation of presidents and mayors of 54 towns participating in Phase II of the project with Norwegian funds. The implementation of the \"Local Development\" program in an epidemic state was discussed, as well as work on the anti-crisis shield and current problems of cities.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 the meeting of the Implementation Team with advisors of the Association of Polish Cities \u2013the summary of the work completed to date on stakeholder mapping by the Implementation Team.<\/p>\n\n\n\n The development of a hierarchy of stakeholders due to their strength of influence on the development opportunities of the city of Jelenia G\u00f3ra and the degree of their involvement. During the meeting, an initial list was created of highly influential and involved stakeholders in the city's affairs who should be included in the preparation and implementation of development programs.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 The meeting of the Strategic Team with advisors of the Association of Polish Cities to develop diagnostic sheets for the functioning of public administration in the areas:<\/p>\n\n\n\n Diagnostic sheets are a tool supporting the analysis of the current state of institutional development of public administration in key areas, i.e., affecting the improvement of the functioning of local administration and consequently the ability to plan and conduct development policy.<\/p>\n\n\n\n The individual work of the members of the Implementation Team in the scope of identifying stakeholders who should be involved in the planned development processes of the city.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 a meeting of the Strategic Team \u2013 the subject of the discussion was to decide on the choice of the scenario for conducting an analysis of the current state of institutional development of LGUs to develop a diagnosis of the Institutional Development Plan.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 a meeting of City Development Department staff with advisors from the Association of Polish Cities, which included a workshop on in-depth analyses in problem areas identified in the city by means of the Local Development Monitor.<\/p>\n\n\n\n Conducting a survey to assess the state and conditions of business development among Jelenia G\u00f3ra entrepreneurs.<\/p>\n\n\n\n Conducting a survey of educational and professional plans of young people aimed at students of the last classes of secondary schools in Jelenia G\u00f3ra.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 the meeting of employees of the City Development Department with advisors of the Association of Polish Cities. Start of intensive work within the framework of Stage II \u2013 Diagnosis.<\/p>\n\n\n\n During the meeting, the following issues were discussed:<\/p>\n\n\n\n The appointment of teams under the orders of the Mayor of the Town of Jelenia G\u00f3ra in order to develop high-quality documentation of the project planned for submissionas part of Stage II of the call for proposals for the \"Local Development\" Program:<\/p>\n\n\n\n The teams include all Department Directors, Division Heads, Office Managers and designated employees of the Jelenia Gora City Hall.<\/p>\n\n\n\n Jelenia G\u00f3ra City Hall \u2013 the meeting of employees of the City Development Department with advisors of the Association of Polish Cities, i.e.:<\/p>\n\n\n\n Discussing the principles of Stage I of the work, i.e.,concerning the organisation of work in the city and cooperation with advisors. Employees of the European Funds Department also received guidelines on how to use the Local Development Monitor - a tool that allows a synthetic assessment of the socio-economic potential of the commune over time and in relation to, among other things, other cities with poviat rights.
